성명서 Statement
올해는 UN세계인권선언(Universal Declaration of Human Rights) 70주년이다. 국제연합(UN)은 1948년 12월 10일, 세계대전의 비극을 기억하며, 인류 역사에서 이러한 비극이 되풀이되지 않고, 개인의 존엄성과 세계의 평화가 보장되기를 염원하며 세계인권선언을 선포하였다. 세계인권선언은 국제인권법과 규범의 기초이자, 가장 널리 인용되는 중요한 인권 선언문이다.
This year marks the 70th anniversary of the Universal Declaration of Human Rights (UDHR). With the creation of the United Nations, the international community vowed to never again repeat tragedies from World War Two. On December 10th, 1948, the UN declared this document to guarantee the rights and dignity of individuals and in hope of world peace. The Universal Declaration of Human Rights is the basis of international human rights laws and norms, and is the most widely cited and important human rights declaration.
올해는 남북한의 정부수립 70주년이 되는 해이기도 하다. 남북의 정상은 4월 판문점회담과 5월 26일 2차 회담, 9월 평양회담까지 유례없이 많이 만나고, 한반도의 평화와 미래에 관하여 많이 말해왔다. 그러나 ‘평화, 새로운 미래’ 라는 남북정상회담의 슬로건이 말뿐인 공허한 외침이 되지 않기 위하여, 우리는 북한의 ‘박해받는 사람들’을 기억하고자 한다.
The leaders from the two Koreas have met in unprecedented numbers this year, starting from the Panmunjom Summit in April, second round in May, to the Pyongyang Summit in September. The dialogue centered around the peace and future on the peninsula under the slogan, “Peace, a New Start.” To uphold its true meaning, not an empty slogan, we stand in memory of the ‘Persecuted People in North Korea.’
진정한 평화가 한반도에 도래하려면, 북한에서 벌어지고 있는 심각한 인권유린이 중단되어야 한다. 세계인권선언이 천명하듯이, 천부의 ‘인권’을 인정하는 것이 ‘평화’의 기초이기 때문이다. 그러나 북한에서는 세계인권선언의 30조항 중 단 하나도 제대로 지켜지지 않고 있다. 나아가 UN 북한인권조사위원회(COI)가 지적하듯이, 현재 북한에서는 ‘광범위하고 조직적인’ 반인도범죄가 자행되고 있다. 북한정권은 국제사회를 속이고 정치범수용소를 설치하여 기독교인 감금 등 사상과 신앙의 자유를 억압하고, 공포심 조장을 위한 공개처형, 이동의 자유 및 거주 이전의 자유 침해, 외국인 납치와 비자발적 강제실종 등 지속적인 범죄행위를 저지르고 있다.
For true peace on the Korean Peninsula, serious human rights abuses in North Korea must come to an end. As the UDHR declares, the acknowledging the human rights is the foundation of peace. However, out of the 30 clauses in the UDHR, not a single one is protected in North Korea. Furthermore, as the UN Commission Of Inquiry on Human Rights in North Korea points out, crimes against humanity are being committed in North Korea. The North Korean regime is guilty of continual crimes such as deceiving the international community, running concentration camps for political prisoners, suppressing freedom of thought and faith, denying the freedom of movement and residence, and committing kidnapping and forced disappearances in foreign countries.
이에 북한의 인권문제를 우려하고 북한주민의 고통과 박해를 기억하는 사람들(ZAKARIAN)은 3주간의 ‘자카르 코리아(ZAKAR KOREA) 대회’를 통해 각계의 시민들이 함께 다양한 방식으로 북한의 박해받는 사람들을 ‘기억하는 일’에 동참할 수 있도록 할 것이다.
We wish to unite those concerned by North Korea's human rights issues, and together, remember the suffering and persecution of North Koreans. Our three-week campaign Zakar Korean is for this very purpose.
‘자카르’란 ‘기억하다’라는 히브리어로, 단순히 기억하는 뜻을 넘어서, 주의를 기울여 살펴보고, 행동하며 기억을 불러 일으키는 의미를 포함한다. 이처럼 우리는 다양한 ‘자카르(기억)’ 활동을 통해, 북한주민들의 삶을 살펴보고, 그들을 마음에 새기고, 그들을 기억하게 하는 일을 진행해 나갈 것이다.
"Zakar" literally translates "to remember" in Hebrew, but it means beyond simply memorizing a truth. It conveys the contemplation of one’s surroundings in the face of truth, denoting an active, conscious effort. With this intention, through various activities “to remember,” we will take a close look into the lives of North Koreans and carry them in our hearts.
우리는 북한주민들이 참담한 상황 가운데서도 희망과 용기를 잃지 않도록 응원하고, 국제사회와 대한민국 국민들이 박해받는 자들을 기억하고 있음을 알리며, 북한정권의 반인도적인 박해 행위가 중지되도록 촉구할 것이다. 또한 북한인권 개선을 위해 방관하거나 침묵하지 않도록 할 것이다. 우리의 기도와 몸짓, 그들을 대신하는 소리와 표현들이 박해받는 북한사람들을 기억하도록 하고, 침묵에서 벗어나 용기있게 나아가도록 할 것이다.
We will support the people of North Korea to keep their hopes and courage in the midst of darkness, to show that the international community, and remember the persecuted, and call for an end to crimes against humanity. We refuse to remain silent on the sidelines, and firmly stand our ground for North Korean human rights. On behalf of the silenced prosecuted people, we use our voices, gestures, and prayers.

북한의 박해받는 사람들을 기억하는 사람들(ZAKARIAN)

For true peace on the Korean Peninsula, serious human rights abuses in North Korea must come to an end. As the UDHR declares, the acknowledging the human rights is the foundation of peace. We will support the people of North Korea to keep their hopes and courage in the midst of darkness, to show that the international community, and remember the persecuted, and call for an end to crimes against humanity.
